The problem
SROW separates orientation, structure, core meaning, expansion, and use so a reader can choose depth without mistaking a lower-resolution rendering for the complete source.

Decide what can responsibly be communicated about the proposed release without converting partial readiness evidence into launch authorization.

A conditional public window may be reasonable only if it is explicitly contingent on all three reviews. Announcing a fixed launch date now could make schedule pressure appear to outrank legal, accessibility, and operational constraints. The director may choose a communication strategy, but that choice does not close the reviews.

Use a review note: owner for each open condition, evidence expected, target review date, and a communication rule: no fixed public launch date until the release owner records all three conditions as reviewed. Reassess after evidence changes.

Boundaries
SROW does not prove truth, guarantee correctness, eliminate hallucination, produce good decisions automatically, replace evidence or expertise, validate its own source material, or constitute an autonomous reasoning system. Applying a template does not make every text structurally conformant.
